Sealed Records Expand Hope

“Judge Heather Russell, who oversees a specialized docket for human trafficking in Hamilton County Municipal Court, reviews expungement requests from victims of human trafficking.

Like the sealing process, if the court concludes that a record can be expunged, the order is sent to the clerk of courts, which then notifies other government agencies, such as law enforcement. The groups are directed to “destroy, delete, or erase” the record, as state law mandates, Judge Russell said.:

New Hamilton County court docket looks to help individuals escape the lingering barriers of sex trafficking

“Caroline (whose name CityBeat agreed to change for safety reasons) escaped that world, gaining education and self-reliance in the years since. Now in her fifties, she may soon get the chance to take another big step toward putting the past behind her thanks to a new Hamilton County specialty court. The CHANGE Court, presided over by Hamilton County Municipal Court Judge Heather Russell, will give those like Caroline a chance to expunge convictions for acts done under the duress of sex trafficking. “


Judge Russell is Featured Speaker at Event

”October is Domestic Violence Awareness Month.  The Cincinnati Police Department has partnered with Women Helping Women, the YWCA of Greater Cincinnati, and the Cincinnati Alumnae Chapter of Delta Sigma Theta Sorority Inc. to sponsor a forum to discuss the problem of domestic violence and efforts to prevent it.  Speakers will include Judge Heather S. Russell and Judge Dwane K. Mallory of the Hamilton County Municipal Court.”
